The state scored 51 out of 100 and ranked 10th nationally. Among 17 large states, Telangana stood seventh. Its overall score improved from 46 in 2024 to 51 in 2025. Telangana scores high in EV research and innovation Telangana’s strongest area was electric vehicle research and innovation, where it scored 71 and ranked fifth among large states. Maharashtra scored 85, Karnataka 82, Tamil Nadu 77 and Haryana 74. The report noted the presence of a strong EV startup ecosystem in the state. However, it said Telangana needed to improve its ability to convert research outcomes into patents. The data indicate that while the state has EV startups and research initiatives, greater progress is needed in translating research into intellectual property. Commercial EV adoption remains a weak area Telangana performed better in private electric vehicle adoption, but its commercial EV segment remained weak. The state scored 96 on the private EV registration indicator, compared with 15 for commercial EV registrations. Its purchase incentives indicator recorded a score of zero. The transport electrification theme gave Telangana a score of 49, placing it eighth among large states. Telangana recorded a score of 100 for power availability. It had 12.6 public EV charging points per lakh registered vehicles. The report recommended stronger measures to expand public charging infrastructure, including capital subsidies, a single-window approval system, concessional land rates and provisions for EV charging in building bye-laws. Government employees get EV purchase rebate The report highlighted Telangana’s state-negotiated EV discount as a notable initiative. Government employees can get a rebate of up to 20% on electric two-wheelers and four-wheelers. The initiative is aimed at encouraging private EV adoption. The report, however, recommended extending incentives to commercial electric vehicles through measures such as scrappage incentives, low-emission zones, commercial vehicle permit exemptions and purchase subsidies. ]]>
